Fear is an integral part of human life. Fear has played a very important role in the formation of human civilization. Because man managed to survive in nature because of fear. Fear is still very important today. This article reveals the history of the formation of fear, the change of the object of fear over time, and how fear has become a weapon in the hands of people, and as a result, it reveals the aspects that motivated the formation of the ruling and legal systems that exist in the present time.
